First of all, government has its roles and regulations for merit and management quota, so each and every college has some percentage of management quota so that they can offer admission to those students who didn't perform well in the competitive exam due to some reason, but they are worthy to take admission based on their graduation results but these rules and regulations differ from college to college. Not each and every college thinks this way. Some of them take advantage of this scheme.

Management quota should not be focused on while preparing for the CAT exam. Colleges take on merit but few seats are left for management quota which are kind of risk management by colleges. There would certainly be some section in the society which lives on management quota. The fee for such students is almost doubled as compared to normal students.
There are various things in colleges which require monetary sources and therefore such system is established in the colleges. There can be certain unexpected circumstances which could lead to unavailability of a person on the exam day so you have to keep such a system. Everything can't be ju

As said by other CRs, if someone is unable to perform well in the entrance examination due to any reason and wants to pursue MBA then he/she can take admission through management quota. Management quota students have to pay a very high fee which drops the value of the student's ROI. Management quota students are not generally weak. They can be good students who somehow can't perform well. On the other hand, he/she can be a dull student having good financial support.
Management quota students (whether good or bad) have to pay a high fee. ROI for management quota student is less as compared to general students.
    I hope it helped.
    Thank you.

See, there can be some students who fail to perform upto the mark on the exam day. There can be many reasons for this. For such students, the colleges have management quota. They have to pay more fees compared to other students and there is a limited number of seats under management quota. The money donated by such aspirants is used in the improvement of the college, the facilities and other parts of the institute. So, the college can get funds by this method. Also, just somebody didn't perform very good in a test, it doesn't mean he/she cannot perform well in anything or the MBA course.
There are some shortcomings in the system, but i

Some students perform well while some do not. Some rich spoiled brats may get seat, but they can't handle the hectic schedules and the difficult tests and end up with really bad grades.
But every coin has two sides. There may be some genuinely interested students who didn't study for exams, but want to improve themselves. They may put in some effort and do well.
But in general, the students who got in through merit will do better than those who got in through management quota. Think about it, the harder we work, the more we value it. So the students who worked hard to get into the college will be more sincere, than those who just got th
