JEE Mains doesn't depend on 12th marks. You should get above 75 percentile.

JEE Mains announce separate cut off for the state board student. When I am appearing in JEE Main exam in 2014, the cut off of Bihar board student is 335. Accordingly, they call for JEE advance. For central board you should be in top 20.

With reference to your question, if you just want to appear in JEE Mains and get a good score to get admission in good colleges other than IITs, NITs and IIITs, then you can appear in JEE Mains exam if you have cleared 12th class.
But for getting admission in any IITs, NITs and IIITs, you have to score at least 75% in 12th.
