Universities are not required to have a fixed number of seats its just that upto 250 seats are offered in different courses.

It's not necessary that any University have fixed number of seats University can fill the seats on their choices according their choice by forming sone other specialised stream like in B.Tech csr ai ml and ai DS and Full stack development and cyber security and cloud computing and information technology etc.
But roughly minimum 250 seats and maximum 1000 seats are in any course stream and branch overall in B.Tech depends on branches in any course like in B.Tech the number of branches more the number of seats more as well it will goes to 500 to 2000+ seats in B.Tech.
