How many times is Ph.D entrance exam get conducted in a year? Can an M.Tech final year student appear for the same?

Different exams have different exam duration like CSIR NET (National Eligibility Test) is conducted twice a year, GATE (Graduate Aptitude Test in Engineering) is conducted once a year etc. Yes, final year students can apply for the same.
