The detailed criteria for this year with specific weighatge will be released soon after declaration of CAT 2016 results. As per Last year's data (don't firmly rely on them, this is just for guiding purpose), the weighatge were like this:
Weightage for GD&PI short-listing (SI):
Weightage for CAT Score = 60
Weightage for Bachelor Degree = 15
Weightage for 10+2 Class marks = 10
Weightage for 10 Class marks = 05
Weightage for Work Experience = 05
Weightage for Additional Qualification = 05
Total Wt. for Shortlisting Index (SI) = 100

No, work experience is not mandatory but you get points for the same. There is no such CAT cut off as the institute releases a profile based shortlist.
