First of all, remember, for pursuing Masters in Mechanical Engineering, you must have very good academics like 70% plus in Bachelors. Most of the universities does charge fees for students , so you just need to pay for your living expenses ,so you need around 15 lac maximum for 2 years. Both are accepted by universities, but IELTS is easier than TOEFL.

Technical university Munich need GATE exam result and GRE is needed by very few universities. Most of the universities need 6 bands in IELTS and 79 in TOEFL.

First of all you need to learn their language. Most of the courses in Germany are taught in German language. The fee structure is comparatively very low but the living costs are quite high. If you find a part-time job in Germany then it will be more helpful.
