I will surely pass 10th with 80% and have resolved to give priority to government polytechnic. I know that I am eligible for admission. But considering the competition, will I surely get admission for diploma in computer engineering in Government Polytechnic, Mumbai?

Your 80% is sufficient for your eligibility, and the only thing you need to consider is your polytechnic exam the lesser the rank the more is better. Try to score under 1000, then you will be able to get government college of your choice not the on the basis of availability .
