Thanks @||NSJ|| for inviting me to answer this quarry. Tushar any professor who is fulfilling the norms fixed by the university. as per IGNOU rules you may opt the research guide from any where in India according to the university norms.

Thanx @NSJ. Dear Tusher, any Ph.D. supervisor has to be registered in the same university where you intend to pursue it. For that purpose, supervisor need not be the employee of that university or college. Therefore, if you have an external qualified Ph.D. supervisor, ask him/her to get registered
