Firstly to be eligible to apply to the IAS exam you require to be a graduate degree holder from a well recognized University.
Coming to the procedure for the Civil Service exams, the forms are available at the selected post offices at a very nominal rates once the notification and the schedule for the exams are announced.

In prelims there are two common papers. CSAT and generat Studies. CSAT is on the pattern of Management entrance examination. For mains you have to select two options each having two papers. IN ADDITION THERE WILL BE TWO PAPERS of general studies, one papers of essay and two qualifying papers of Indian Language and English. The mains is of total 2000 marks.
