How to apply for provisional BLiSC.( library science) certificate?

I finishing my blisc (library cource) in periyar institute of distance education (pride) blisc marks memo came and my provisional certificate not came. I study in AndhraPradesh study centre in Rajahmundry.Please co-operate my Blisc certificate.
