Hi,
Scholarships are generally given on merit basis by colleges and universities abroad. Different colleges/universities have different criterion. Very good academic scores, strong SOP, LORs, extra-curricular activities, etc. are required. All applicants are normally considered for scholarships at the time of application by default.
