One can apply for LLM in VIPS through IPU Common Entrance Test for LLM. The fees structure is as follows-
Year 1- Rs. 92,500
Year 2- Rs. 87,500
Grand Total will be- 1,80,000
But as you said that you have scored 46% in LLB, I am sorry you won't be able to get admission as they require at least 50%
