There is a clear distinction between staff between Staff appointed by Government and the other agencies in regards to emoluments and other privileges.

To become a Lecturer you need to clear UGC NET exam, which is held twice a year generally in June and in Dec. You can give this exam nay number of times. Choose your subject depending upon what you want to teach in the college.
