IAS is good choice. Another option for Engineering will be IES. Your subjects will match with IES. Think of it.

Finish your BE first and then apply for the UPSC exam. The preliminary exam for it is generally held in May or June. Probably you would be able to give this exam earliest in year 2014 with full preparation.
