You typically don't need an Eligibility Certificate from CBSE to apply for colleges in India. Most colleges in India rely on verification of your original mark sheet and other documents directly from the CBSE board. On the other hand, CBSE website itself clarifies this on their "Admission" section.

For obtaining eligibility certificate from the CBSE Board, the Principal of the School/ Institute to which admission is being sought, will have to submit to the Board full details of the case and relevant documents with his own remarks/recommendations.
