How to get the passing certificate and migration certificate from Periyar University?
I passed my B.Com in 2011. I got my B.Com mark sheet.

Could you please explain why have you not got your degree since 2011? In case if you haven't successfully passed the course, you should will have to contact the college officials for the information, as they will be the right party to answer the same.
