You can definitely apply for B.Tech after Diploma for lateral entry.
For admissions, 2020, the admissions are being done online and the eligibility criteria to seek admission in B.Tech (lateral entry) is Pass with 60% in Diploma (Engg.) (any stream) (3yrs. after 10th or 2 yrs after 10

The eligibility for B.Tech Civil engineering is Pass with 60% aggregate marks in Diploma (Engg.) (any stream) 3 years after 10th or 2 yrs. after 10+2 (Non-Medical) or Diploma in Architectural Assistantship or B.Sc. (Non-Medical) or B.Sc. (Computer Science) or equivalent.

If you are interested in doing Civil Engineering from LPU then you need to fulfil the eligibility criteria which is as follows:
70% in Diploma (Engg.) (any stream) (3 years after completing class 10th or 2 years after 10+2 (non-medical) or B.Sc (non- medical) equivalent.
