Based on from where you're approaching web design (i.e. design or construction) You would need to learn either html-php / html-asp.net or photoshop-html-dreamweaver. Flash is also a good addition.

First of all you should know HTML DHTML
These are the basic web languages
even if you don't know that then you can use MS frontPage it is like word and you can design your own website
But for designing form and to make high end website you must know DBA SQL, ASP, JavaScript etc
