how to migrate from PTU university to another university?

i am studying in learning mode from PTU in BCA 2sem and i want to migrate to another university in regular mode,i dont wana move to other lc of ptu coz they all are same and providing no good knowladge and only 2 hrs class and no let use internet, please help me to migrate to another uinversity

It would be better if you can ask that university in which you now want to go for the rules & regulations it has for permitting migrated students mid-way of a course.
