As you've failed in chemistry, you are not eligible to apply for the exam. First, complete your 12th with a minimum of 50% aggregate marks and then apply for NEET.

First of all, you have to pass in PCB With minimum 50% of marks to be eligible to sit for the entrance I. e. NEET. Then you should thoroughly go through the NCERT books and make sure you get all the fundamental concepts clear. Then you should definitely practice the different multiple choice question banks available and furthermore if possible go through reference books to get an extra edge over the topics. Prepare well and keep yourself determined, you definitely can do it.
    All the best!

As per eligibility criteria, candidate who scores 50% in PCB are eligible to write the entrance. If you clear supplementary, you will be eligible. At this time, you can't complete whole the syllabus. So, my advice to you is be thorough with the concepts of NCERT bio class 11th and class 12th practice bio MCQs, then go for practice of few selected high weightage chapters in chemistry and physics, so that you can crack your exam. Best of luck.
