As you've failed in chemistry, you are not eligible to apply for the exam. First, complete your 12th with a minimum of 50% aggregate marks and then apply for NEET.

As per eligibility criteria, candidate who scores 50% in PCB are eligible to write the entrance. If you clear supplementary, you will be eligible. At this time, you can't complete whole the syllabus.
