How to pursue studies abroad?
I completed my diploma in electrical engineering in 2008 after that I started B.Tech which is not clear yet.Can I go abroad on diploma basis.

It may not be a very bright idea right now.Unless you are academically sound, you are not respected abroad.So, you work in that direction first.With a Diploma, you may not go very far.

As per your query it seems that you have completed your diploma in electrical engineering and then opted for B.Tech which is not completed yet and now you wish to go abroad for further studies on the basis of your diploma course.

Why don't you enrol in some creative courses or technical PG courses (which can be part time) and enhance your knowledge and fill the gap. Or try to do many project on a freelance based and thereby earn experience and you can project that you did freelance jobs during the gap
