You simply cannot predict the cost, because budget will depend on following factors:
Niche
Broadcasting services
Type of Channel
Location
Total area you are targeting.
On a rough estimate, you can start lowest quality channel with Rs. 30 lakh and can start best quality channel with Rs. 100cr.

As I am planning for only one state Telangana only with all satellite users and cable users should view our channel.
