Admissions in BIT Mesra, are taken on the basis of JEE mains AIRs. If you have a rank that is within the cutoffs of the required ranks, you can then take admission in the college. Admission in BIT Mesra is governed by JoSSA, but for other campuses of BIT Mesra such as Patna, Deoghar and Jaipur you will have to fill individual forms, which you can get from the official website of BIT, Mesra.

after jee mains rank, you have to apply for bits meshra and have to join their councilling if you are within their cut offs

BIT Mesra doesn't take admission via BITSAT, it takes admission on the basis of JEE Main Rank.
