I am a 12th passed student from India. Is pursuing architecture from Manipal-Dubai a good option? Will it be considered international?

Manipal, Dubai is Council of Architecture registered institute and not considered as International. You may check the list of Council approved college list. Check the link below to get a list of approved Architectural Colleges. https://www.coa.gov.in/index1.php?lang=1&level=0&linkid=25&lid=26. -
To be very honest, if you want an international degree, you better look out for a foreign university and not an Indian university in a foreign campus. It won't hold too much weightage if you compete internationally even though Manipal is a very reputed education provider. But finally its your personal choice, check the admission requirements, the budget most importantly and decide.
