As far I would know about this, a transfer of the course is usually restricted within a University and the colleges affiliated to it, and for lateral entry is a possible option if you hold a valid diploma/ eligibility criteria as per the particular institute's requirement.

Lateral entry in another college / university does not come under any specific rule or regulation. It is at the sole discretion of the institute to which you want to change. So the best option is to contact the concerned institutes and know from them directly.
