You may not be eligible for destinations such as US, Germany as they require 16 years of education. Some universities in Canada might accept you with 15 years of education for management programs. With 15 years of education, you can target countries like UK, NZ, Ireland, Australia to name a few. You

Yes, you can & moreover it also depend on the course you will be doing after graduation.
