I am a B.Tech civil engineer & took 2-years to complete 25 backlogs. Can I get admission for MS in structural engineering abroad?

The question would arise much later. Please, think of your backlogs presently. They are a burden for you. You can plan, later, after you clear them.

You can get admission only after clearing your backlogs and getting a graduate degree. So, first clear your backlogs, then apply for MS in structural engineering abroad. Good luck.

You may have a problem in India also, sometimes. My idea is that you should compensate for it. Try to justify your backlogs. You can't erase your history. But, you can answer for it.
