i am a b.tech (comuters) fresher,want to prepare for upsc civil services probably at delhi,meanwhile as a backup shd i do mba/mtech at delhi

It is very difficult to prepare for IAS with M.Tech. because the practice and other activity. Therefore Do MBA with the preparation of IAS

yes you can prepare for UPSC exam you and it is good thinking that you are also want to do any master degree side by side , but i suggest you to o Mtech than MBA
