yes, u can apply for diploma, provided u meet all the eligibility criteria set by the colleges like humber, sheridian, columbia...etc...they offer cheap diplomas...

Yes, you are eligible for Diploma Course in Canada. Just you have to English Proficiency TOEFEL score.
