I am a Diploma holder from Uttar Pradesh. I want to go for higher studies equivalent BE or B.Tech in distance learning. What should I do?

Now, there is no value of distance learning. It is restricted by the court. Only regular engineering degree has a value.

By all means, you should go for AMIE. AMIE is continuing education (eq to B Tech) for working Diploma students engaged in an engineering field.
