    HI,
    As you are pursuing undergraduate course in electrical engineering, it would be advisable for you to pursue MS in the same as it will add on to the knowledge of what all you have learned during graduation.
    Though some universities might consider you for MS in computer science and software engineering, but those universities also will give first preference to students who have done undergraduate course in computer science and related fields.
    To pursue MS in US, you need to have:
    Good academic record.
    Relevant undergraduate degree from recognized university.
    GRE score of 1100-1200 plus.
    TOEFL score of 90-100 plus.

    For pursuing M.Tech., only B.E./B.Tech. is the requirement and any certification course done has no relevance. Many colleges and universities would accept you in M.Tech.(IT or CSE) but many require that your B.Tech . should be in the same field as is being asked for PG. If you tell me the target city, state or country from where you would like to pursue your PG, I would be able to give you the college name.
