I am a PG in chemistry. Can I apply for scholarship? I have done my M.Sc in chemistry with 61.13% in organic chemistry.

That depends on which course you are applying for. Since you have already completed your PG, I am assuming you are looking for a scholarship for M.Phil or Ph.D. You can apply for scholarships if you qualify for the merit list of institutes offering scholarships.
