You can do it through Dist. Edu. or in any univ. thro' direct course.better, if you specify from where you belong from.

For doing diploma in Public Relations, you should first complete your BA. After this many universities offer diplomas and degrees in public relations. for more details you can visit www.ignou.ac.in
