Hi,
Yes you may surely pursue MBA from Australia provided you fulfil the eligibility criteria for the same.
Please remember in order to pursue MBA from good universities in Australia, you need to have atleast 2-3 years of full time work experience after graduation.

We have to examine whether there are leave benefits ,with protection of service and increments. They may be available for permanent Government servants,if the application is sent through Proper Channel.

Not even government officers are sent for MBA to abroad. There are many exchange programs under which two nations send their employees for various educational, cultural, defence and sports events. There is a practice in many government departments to send their officers for higher technical degrees
