If you have filled the form then there should be no eligibility bar on the basis of domicile. The counselling is done on the basis of your rank scored in UPCATET exam. The effect of domicile is just that your seats are reduced if the university has reservation for the home state domicile students. https://www.upcatet.org/Visit this link.
