I am a student of 1st year plastic engineering Diploma. Can I get into electrical engineering from 2nd year onwards?

Your question is very tricky and tough to answer. My suggestion is that you must talk to the college authorities for this. If the subjects you are having in first year are similar to that of electrical engineering, then you may get chance to change your stream. My best wishes.
