I am a student of Civil engineering completed my diploma. I am confused whether i should do BE in water management or construction?

I have completed my diploma in Civil . Now i want to go for B.E. But I am confused that what subject should i take, Water management or General Construction ? Which one has more scope ? And I need some good colleges in maharashtra for this course.
