I am a student of class 10.I have keen interest in car designing. But I am supposed to select PCM with Computer science from CBSE board.

Can I apply for transportation designing with this stream in any of the available college?

Yes, it is also a good choice. You can join BTech in Automobile Engineering after class 12th under which you can work on car designs.
