The supplementary exam for the West Bengal board is usually conducted a few months after the regular board exams are over. Students who fail in one or two subjects can appear for the supplementary exam to clear the failed subjects and get a passing certificate.

Failing in one subject in West Bengal board is same as failing in all the subjects. The board don't give the pass certificate until and unless you pass in all the subjects. I think you will have to re-apply for that particular examination and once you pass you will be given the pass certificate.
