I am an Arts student and my marks are slightly lower. Am I still eligible to pursue B.Com course?

I got 301/700. I had appeared for my 12th exam as an external candidate.

Yes, an Art student can be eligible for a B.Com (Bachelor of Commerce). Even with the lower marks in the 12th grade. Depending upon the specific college or university's admission criteria.

While some institutes are preferred strong background of Commerce and high scores in the relevant subjects like English and Mathematics. There are many institutions prefer students from all streams, including Arts, if they have minimum eligibility requirements.
