    1)
    To be eligible for UPSC :
    ** You should have a degree of graduation in any field from any recognized university.
    ** You must be between 21 to 30 years. 3 and 5 years of relaxation for OBC and SC/ST respectively.
    ** You should be an Indian citizen.
    2)
    As for taking civil engineering, there is a big list of optional subjects to choose from. You may choose according to your personal interest and attributes. I would suggest you to opt for a particular subject in which you are comfortable and find scoring as it will help you to crack the exam.
