Cut-off varies depending on the difficulty of question paper. Scoring 75+ is a safe option. Since you are an internal candidate you may get ECE during the counselling session. If in case you aren't able to get it, score a good CPI (9.5 and above) in the 1st year and apply for branch sliding.

Chances of your selection are little if you are an external student.
But even once you get your name in the waiting list and the list is cleared, you can opt for the branch.
Even so, it may take 2-3 rounds of counselling.
