I am B.Com graduate, I want to do B.Ed butt I haven't filled the up B.Ed form so is there any option of doing B.Ed in UP in 2020.

Yes, there are options available for pursuing B.Ed in Uttar Pradesh even if you have not filled the B.Ed application form. You can still apply for B.Ed admissions through various other modes such as direct admission, management quota seats, or through entrance exams conducted by private universities
