I am B.TECH (stream-IT) 2nd yr student.Is there any provision of lateral entry(for b.tech itself) in Russian colleges.Is that beneficial?

I'm doin B.TECH(IT) from a state govt. college. AIEEE AIR-45000 class X cgpa-10 class XII -90% B.TECH avg grade pt till now-9.3/10 I'm waiting for my 2nd yr result.Is there any provision for a lateral entry(into b.tech( only) in a good Russian college.Is that any good.what are my other options?
