I am desperately looking to start my career in Ph.D. I have done PGDM in HR. What should I do?

Well, if you are really interested in it, then you must have to quit your job as per the UGC guidelines for PhD. Second, you can also apply for JRF for your research. JRF means Junior Research Fellowship in that UGC will pay you for your research.
