Any Govt UGC recognized course in Engineering BTech will require HSC with PCM or Diploma from any Govt recognized college. As you said second option is ruled out so if you have HSC with PCM, you can join BTech with KSOU by distance learning. You can visit and contact navimumbaicollege.com they help
