I am doing b.sc right now. But i want to do b.tech from a foreign college. So is there any chance for me to fulfil this dream.

Yes you can. First of all visit the website of the college you want admission in and read about the eligibility criteria. Then search on the website about the exam they accept, eg. SAT or ACT. Then take that exam, complete the application and essays. All the best.
