i am doing b.tech from instrumentation and control engineering. can i appear for gate and ies exams?

Ntin Raj ji, absolutely, you can go for GATE and IAS examination. For both of you should be graduated and you can also apply for GATE exam if you're in last year of your graduation & for IAS test you'll have to make full command on a subject.
