Yes, you are eligible if you have B.Tech degree with a recognised institute.

Candidate applying for IES Exam must possess the following:
1. Degree in engineering from an organized university
2. Passed section A & B of the institution examination
3. Obtained a degree/Diploma in Engineering from such foreign University college which
