I am doing BA in economics and planning further from Masters, can Germany be a good option if I complete Diploma in German now?

You cannot pursue two regular courses at once. You should be doing either one of them through distance. And for admission in Germany, I would suggest choosing a university first that you want admission in and then decide on what to do to be eligible.
